One of the best managers I ever experienced always packaged criticism as an obstacle that he knew the person had and then told them that he knew that even though the person had the obstacle, the person was doing everything he could to overcome it. Then, he thanked the person for trying. Finally, he offered his help if the person felt he needed it. This technique was usually very effective, especially with those who were just not applying themselves.
